I confess I cannot get to the bottom of this absurd dispute
in both 10835 & 11453 the Treasury officer writes to this effect that the instructions given him by the General were to pay the money to respond direct to Colonial Government
Sir A. Kennedy in his telegram 9867, & in his despatch 11816 & this paper state that the General had given instructions to a contrary effect.
Neither party blames the actual mistake. The assumption which is that the
